
Jamshedpur/Ranchi: The Jharkhand government has taken a firm stance to ensure high-quality healthcare under government health schemes (such as Ayushman Bharat). The Jharkhand State Arogya Society (JSAS) has made it clear that there will be no compromise on the standards of health services provided in the state.
In a key meeting of the ‘State Empanelment Committee’ chaired by Executive Chairman Chhavi Ranjan, two major decisions were made:
- Relief for Meherbai Tata Hospital: The request for migration to the new portal (HEM-2.0) by the already empanelled Meherbai Tata Hospital, Jamshedpur, has been accepted. This allows the hospital to continue its services under the new digital framework.
- Rejection of New Applications: Several new private hospitals had applied to join the government’s approved list (empanelment), but their applications were rejected by the committee.
Why were the new hospital applications rejected?
During the review, it was found that the new applicants lacked the necessary documentation required by the National Health Authority (NHA) guidelines. The primary reasons for rejection included:
- Lack of Approved Building Plans: The hospitals did not possess building plans approved by the Municipal Corporation, District Board (Zila Parishad), or Panchayat.
- Absence of Digital Systems (ABDM-HMIS): The government implemented a new rule effective March 1, 2026. Under this, it is mandatory for every hospital to have an ABDM-compatible HMIS (Health Management Information System).
What is ABDM-compatible HMIS?
It is a digital system where a patient’s entire medical history—including illnesses, medications, and test reports—is stored securely online. It is mandatory to link this with the Ayushman Bharat Digital Mission (ABDM) to ensure transparency and speed up healthcare delivery.
Strict Instructions from the Committee
The committee emphasized that hospitals failing to meet the mandatory requirement of a digital record system will not be included in the government panel. Instructions have been issued to inform the concerned hospitals so they can upgrade their systems and infrastructure.

This decision means that in Jharkhand, only hospitals that are fully digitally updated and have government-approved building plans will be allowed to provide treatment under “Government Cards” (such as Ayushman Bharat and Mukhyamantri Jan Arogya Yojana). This move marks a significant shift toward providing more transparent and high-quality healthcare to patients.
