Udit Vani, New Delhi: The Union Ministry of New and Renewable Energy (MNRE) has released operational guidelines for implementing key components under the PM-Surya Ghar: Muft Bijli Yojana. These guidelines outline the framework for a Payment Security Mechanism (PSM) and Central Financial Assistance (CFA) to promote the adoption of solar energy through innovative models.
Dual Implementation Models
The scheme introduces two distinct models for the installation of rooftop solar plants in residential areas:
- RESCO Model (Renewable Energy Service Company):
- Third-party entities invest in the installation of solar panels on residential rooftops.
- Consumers are not required to pay upfront costs. Instead, they pay only for the electricity they consume.
- Utility-Led Aggregation (ULA) Model:
- DISCOMs or state-designated entities handle the installation of rooftop solar projects on behalf of households.
These models aim to simplify access to renewable energy for residential users while reducing financial barriers.
Payment Security Mechanism
To encourage investment in the RESCO-based grid-connected rooftop solar systems, the government has allocated a ₹100 crore corpus fund under the Payment Security Mechanism (PSM). This fund will help mitigate risks associated with investments in such projects. Additionally, the fund can be supplemented through grants and other resources, subject to Ministry approval.
Supplementing Existing Frameworks
The Ministry clarified that these models are intended to complement the existing CAPEX mode of implementation available through the National Portal (https://www.pmsuryaghar.gov.in/). Consumers now have the flexibility to choose between the traditional approach or these innovative alternatives.

This initiative reflects the government’s commitment to promoting renewable energy adoption while ensuring affordability and convenience for citizens. By offering multiple options for implementation, the scheme caters to diverse consumer needs, fostering greater participation in the renewable energy transition.
