Jamshedpur : Chief Election Commissioner of India Gyanesh Kumar today inaugurated BLO’s first batch training at India International Institute of Democracy and Election Management (IIDEM) in New Delhi.
Notably, in the next few years, more than 1 lakh BLOs will be trained in such training programs at 10 polling stations.
These trained BLOs will form a contingent of assembly level master trainers (ALMT), which will strengthen the entire network of BLO across the country, the first and most important interface between 100 crore voters and the Commission.
This unique capacity building program will continue in different stages, the first focus on the election states.
Currently, 109 BLOs from Bihar, West Bengal and Assam are participating in this two -day residential training program with 24 EROs and 13 DEOs from Bihar, West Bengal, Assam, Kerala, Puducherry and Tamil Nadu.
The training plans have been made to introduce BLO to the RP Act 1950, Voter Registration Rules 1960 and the instructions of the Commission issued from time to time to introduce them to their roles and responsibilities and to equip them with the requirements of filling the relevant form for the error-free update of voter lists.
They would also be introduced to the IT applications designed to cooperate in their work.
BLOs are state government officials and are appointed by Election Registration Officers (EROs) after the approval of District Election Officers (DEOs).
Chief Election Commissioner Gyanesh Kumar, while accepting the important role of ERO and BLO in the error -free updates of voter lists, emphasized that the state governments should nominate SDM level or equivalent officers as EROs, which BLO should be nominated as their seniors.
The CEC also emphasized that according to Article 326 of the Constitution and Section 20 of the RP Act 1950, only citizens of India who are over 18 years of age and are generally residents in the constituency can be registered as voters.
The CEC reminded all the CEOs, DEOs, EROs to organize all-party meetings at their respective levels and to solve issues related to their jurisdiction, including the correct update of voter lists.
He also instructed that strict action will be taken against the ERO or BLO on any complaint.
He added that during the verification of voter lists, all BLOs should be humble in interaction with voters during verification.
