एमएसएमई के लिए केंद्र-राज्य समन्वय को बताया गया अनिवार्य
रिपोर्ट में खास तौर पर यह बताया गया है कि भारत की अर्थव्यवस्था में सूक्ष्म, लघु और मध्यम उद्यमों (MSMEs) की भूमिका अत्यंत महत्वपूर्ण है। इन्हें सक्षम बनाने के लिए केंद्र और राज्यों के बीच मजबूत समन्वय और राज्य-स्तरीय नीति सुधारों की जरूरत है। एसोचैम के महासचिव मनीष सिंघल ने कहा कि प्रधानमंत्री नरेंद्र मोदी के ‘विकसित भारत’ के विज़न को साकार करने के लिए राज्यों में मजबूत क्रियान्वयन व्यवस्था जरूरी है। नीतिगत समीक्षा और जमीनी स्तर पर गहन परामर्श के आधार पर यह रिपोर्ट तैयार की गई है।

चुनौतियों को चिन्हित कर सुझाए गए व्यावहारिक समाधान
पेपर में बिल्डिंग परमिट, श्रम एवं सुविधा अनुमोदन, फायर अप्रूवल जैसे मामलों में थर्ड पार्टी प्रफेशनल्स की भूमिका को अहम बताते हुए प्रक्रिया को सरल बनाने की बात कही गई है। इसके अलावा, ‘नो ऑब्जेक्शन सर्टिफिकेट’ और आयात-निर्यात नियमों को युक्तिसंगत बनाने की भी सिफारिश की गई है।

राज्यों के नवाचार और सुधार बने मिसाल
रिपोर्ट में कुछ राज्यों के उल्लेखनीय सुधारों को मॉडल के रूप में पेश किया गया है:
गुजरात: वर्ष 2030 तक शत-प्रतिशत ट्रीटेड वेस्ट वॉटर के पुनः उपयोग का लक्ष्य।
महाराष्ट्र: फूड व ड्रग निर्माताओं के लिए पांच वर्ष का लाइसेंस, जिससे व्यापारियों को राहत।
पश्चिम बंगाल: बंदरगाहों के समीप बड़े ट्रकों को अनुमति, लॉजिस्टिक्स लागत में कटौती।
झारखंड: स्टार्टअप्स को कोलेटरल-फ्री ऋण और सरकारी आपूर्ति में भागीदारी का अवसर।
52 पृष्ठों की इस रिपोर्ट में ऐसे कई अन्य बेहतरीन अभ्यासों को शामिल किया गया है, जो राज्यों के लिए पारस्परिक सीख और सुधार का जरिया बन सकते हैं।

उदित वाणी,  घाटशिला : विगत 3 अप्रैल से 5 अप्रैल तक दिल्ली स्थित भारत मंडपम में आयोजित हुए स्टार्टअप महाकुम्भ में झारखण्ड के ट्राइबल डिज़ाइन फोरम के सदस्य श्याम मुर्मू और वर्षा मारियो कच्छप ने भाग लिया, दुनिया के सबसे बड़े स्टार्टअप और इनोवेशन के इस कार्यक्रम में इनका चयन भारत सरकार के जनजातीय मंत्रालय द्वारा किया गया था. कार्यक्रम से वापस लौटे श्याम मुर्मू ने बताया कि इस कार्यक्रम लगभग देश – विदेश के 3000 स्टार्टअप ने हिस्सा लिया था. मुर्मू ने ये भी बताया कि इस कार्यक्रम में जनजातीय एंटरप्रेन्योर के लिए अलग से धरती आबा बिरसा मुंडा ट्राइबप्रेन्योर पवेलियन बनाया गया था जिसमें देश से लगभग 40 जनजाति समुदाय के एंटरप्रेन्योर शामिल हुए थे , जिसमें झारखण्ड से कुल 8 एंटरप्रेन्योर शामिल हुए, जिनमें रुम्बुल और बीर बितर से गुंजल इकिर मुंडा और शिवनाथ मुंडा,जमशेदपुर से एसआर मेटलर्जी के फाउंडर असीम कंडुलना, आदिवासी पारम्परिक खानपान में अजम एम्बा की फाउंडर अरुणा तिर्की, एडटेक पर ट्राईलिंगो के फाउंडर हरक्यूलिस सिंह मुंडा और मार्शाल प्राथमिक बुनकर सहयोग समिति से सुरेश मुर्मु शामिल थे.

घाटशिला निवासी श्याम मुर्मू ने स्टार्टअप महाकुम्भ में अपने स्टार्टअप प्रोजेक्ट गालांग की प्रस्तुति दी जो ऑगमेंटेड रियलिटी द्वारा ट्राइबल कम्युनिटी के लिए टूरिज्म मॉडल है, श्याम बताते हैं कि भारत में एक्सपेरेंशियल टूरिज्म का मार्केट लगभग 30000 करोड़ का है जिसमें अभी तक आदिवासी क्षेत्रों की उपस्थिति नगण्य है ऐसे में ये क्षेत्र अपार संभावनाओं के साथ खुला है, जिसमें वे कम्युनिटी द्वारा डिज़ाइन टूरिज्म मॉडल, ऑगमेंटेड रियलिटी तकनीक के जरिये सर्कुलर इकोनॉमी खड़ा करना चाहते हैं जो आदिवासी क्षेत्रों में उपस्थित संस्कृति, पर्यावरण संरंक्षण के साथ समुदाय के लिए आर्थिक दरवाजे भी खोलेगा.

Shyam Murmu and Varsha Mario Kachhap, both members of the Tribal Design Forum, proudly represented the state after being selected by the Ministry of Tribal Affairs, Government of India, for participation in the world’s largest startup and innovation showcase.

More than 3,000 startups from across India and abroad gathered for the event, which featured a special spotlight on tribal entrepreneurs through the Dharti Aaba Birsa Munda Tribepreneur Pavilion.

The pavilion showcased over 40 tribal-led startups, with eight dynamic entrepreneurs representing Jharkhand.

Among them were Gunjal Ikir Munda and Shivnath Munda from Rumbul and Bir Bitar, Aseem Kandulna of ASR Metallurgy (Jamshedpur), Aruna Tirkey of Ajam Emba—a venture promoting traditional tribal cuisine, Hercules Singh Munda of the ed-tech platform Trilingo, and Suresh Murmu of the Marshall Primary Weaver Cooperative Society.

Shyam Murmu, hailing from Ghatsila, presented Galang—an augmented reality-based cultural tourism model designed for tribal communities.

Highlighting the vast ₹30,000 crore experiential tourism market in India, Murmu emphasized the urgent need for tribal inclusion in this space.

He positioned Galang as a tool for building a circular economy that promotes cultural preservation, environmental sustainability, and local economic empowerment through community-led tourism enhanced by AR technology.

On the tech-forward front, Varsha Mario Kachhap introduced Tribalverse, a metaverse platform showcasing tribal art.

The platform merges digital innovation with cultural heritage, allowing users to explore and purchase indigenous art via AR/VR experiences, available as NFTs or in physical form.

Murmu shared that their creative brochures and bookmarks drew strong interest at the event. “Three investors expressed informal interest in Galang, and several academic institutions showed keen intent to collaborate,” he said.

वर्तमान में 7 प्रखंडों जिनमें धालभूम अनुमंडल में पटमदा व बोड़ाम, पोटका, गोलमुरी-सह-जुगसलाई तथा घाटशिला अनुमंडल में घाटशिला तथा धालभूमगढ़ व गुड़बांदा में लोगों को चिकित्सीय जांच, इलाज व दवाओं की निःशुल्क सुविधा मुहैया करायी जाएगी ।

इस मेडिकल वैन में मेडिकल अफसर के अलावा फार्मासिस्ट, लैब तकनीशियन और एएनएम की टीम रहेगी, जो प्रतिदिन मरीजों की जांच, इलाज के साथ-साथ दवाइयां उपलब्ध कराएगी । आवश्यकतानुसार, गंभीर मरीजों को सदर अस्पतालमें रेफर करने का भी कार्य यह टीम करेगी ।

उपायुक्त ने इस मौके पर हंस फाउंडेशन का धन्यवाद करते हुए कहा कि खासकर दूर दराज, दुर्गम व पहाड़ी क्षेत्र में बसे लोगों तक स्वास्थ्य सुविधायें पहुंचाने में यह मेडिकल यूनिट काफी उपयोगी होगी । पीएचसी/ सीएचसी सेंटर आने में लोगों को जहां दिक्कत हो रही या संसाधनों के अभाव में जहां स्वास्थ्य सुविधायें सुचारू रूप से नहीं दी जा रही वहां ये वाहन जाएगा। उन्होने कहा कि एक हेल्थ सेंटर अब आपके दरवाजे पर आ रहा है । एएनसी जांच के लिए जहां महिलाओं को ‘वीएचएसएनडी’ दिवस का इंतजार करना पड़ता था वो समस्या अब नहीं रहेगी, वाहन में पर्याप्त सुविधा है जिससे खासकर गर्भवती महिलाओं को पूरी तरह से जांच में सहूलियत होगी। वाहन में लगे टीवी का उपयोग टेलीमेडिसिन सेवायें देने में कर सकते हैं । रेफ्रिजेरेशन यूनिट है, किसी को ब्लड की जरूरत हो तो ब्लड भी चढ़ा सकते हैं । ग्रामीण क्षेत्रों में यह मेडिकल कैंप की तरह होगा, जहां लोगों को एक ही जगह विभिन्न तरह के रोगों की जांच की सुविधा मिलेगी ।

The third edition of awards, National Startup Awards will reward outstanding startups and enablers which have demonstrated exceptional capabilities not just in terms of financial gains, but also for the measurable impact for the society. January 16 is also celebrated as National Startup Day in India.

Goyal will also launch the MAARG platform (Mentorship, Advisory, Assistance, Resilience, and Growth), which will facilitate mentorship between startups and entrepreneurs across sectors, stages, and functions. The matchmaking phase of the portal, which will be launched on the occasion, will allow startups to connect with mentors and discuss their mentorship needs.

The winning and finalist startups will benefit from the support exnteded for their business growth, mentorship, funding, partnerships, market access opportunities, that will further enable them to serve as a role model for other entrepreneurs. The winning startups will also be given a cash prize of INR 5 lakh each. One exceptional Incubator and one Accelerator each will also get a cash prize of INR 15 lakh.

The National Startup Awards 2022 invited applications across 17 sectors which were further divided into 50 sub sectors, and 7 special categories. The sectors included Agriculture, Animal Husbandry, Construction, Drinking Water, Education & Skill Development, Energy, Enterprise Technology, Environment, Fintech, Food Processing, Health & Wellness, Media and entertainment, Industry 4.0, Security, Space, Transport and Travel.

The National Startup Awards 2020 and 2021 have recognized 367 startups as winners and finalists, who have been supported in growing their business and creating large scale impact in the country and globally.

Special award category to recognize startups in Hilly and North-East region of India:

To recognize the efforts made by startups in the Hilly Regions and North-East region of India, a separate special category was introduced this year.
