नियमित समीक्षा और समन्वय का निर्देश
मुख्य सचिव ने निर्देश दिया कि यूनिसेफ को सभी संबंधित विभागों के साथ निरंतर समन्वय बनाए रखना चाहिए और कार्यों की नियमित समीक्षा की व्यवस्था भी सुनिश्चित करनी होगी. उन्होंने कहा कि यूनिसेफ और राज्य सरकार, दोनों एक समान दिशा में कार्य कर रहे हैं. ऐसे में एक-दूसरे के डेटा का साझा उपयोग झारखंड के सतत विकास में सहायक हो सकता है. इसके लिए पाक्षिक बैठक आयोजित करने का सुझाव भी दिया गया.

बच्चों के लिए योजनाओं में तालमेल ज़रूरी
मुख्य सचिव ने यूनिसेफ से आग्रह किया कि वे अपने फील्ड अनुभव, सुझाव और कार्यों को इन बैठकों में साझा करें. साथ ही, यह भी सुनिश्चित करें कि बच्चों को केंद्र में रखकर सरकार की योजनाओं के साथ अधिक बेहतर तालमेल से कैसे कार्य किया जा सकता है. योजनाओं की निगरानी और उनके परिणामों पर फोकस बढ़ाने की आवश्यकता पर भी उन्होंने ज़ोर दिया.

अन्य राज्यों से सीखने की सलाह
मुख्य सचिव ने कहा कि यूनिसेफ को अन्य राज्यों में सामाजिक क्षेत्र में किए जा रहे श्रेष्ठ कार्यों का अध्ययन कर झारखंड में उसके क्रियान्वयन की रूपरेखा तैयार करनी चाहिए. इसके लिए योजना विभाग के साथ एक साझा पोर्टल पर डेटा शेयर करने का निर्देश भी दिया, जिससे सूचनाओं में भिन्नता न रहे.

पोषण और हाशिए पर खड़े लोगों पर विशेष ध्यान
बैठक में उन्होंने पोषण से जुड़ी समस्याओं और समाज के हाशिए पर खड़े वर्गों के सतत विकास की दिशा में केंद्रित कार्य की आवश्यकता बताई. उन्होंने हाथों की स्वच्छता को लेकर यूनिसेफ द्वारा किए गए जागरूकता अभियानों की सराहना की और कहा कि इसी तरह स्वास्थ्य, शिक्षा और सामाजिक सुरक्षा जैसे क्षेत्रों में भी लोगों को जागरूक और सक्षम बनाया जाना चाहिए.

यूनिसेफ ने दी प्रजेंटेशन
बैठक से पूर्व यूनिसेफ ने राज्य में बच्चों को लेकर किए जा रहे कार्यों और अब तक की उपलब्धियों की विस्तृत जानकारी एक प्रजेंटेशन के माध्यम से प्रस्तुत की.

इस समीक्षा बैठक में योजना विभाग के सचिव मस्त राम मीणा, मनोज कुमार, मुकेश कुमार, उमाशंकर सिंह, नेहा अरोड़ा, यूनिसेफ झारखंड प्रमुख कानिनिका मित्रा और उनकी टीम के सदस्य उपस्थित रहे.

The Chief Secretary emphasized the need for continuous coordination between UNICEF and all relevant government departments and instructed that a system for regular monitoring of activities be established.

She noted that both UNICEF and the state government are working in similar domains for sustainable development, and hence, shared data can significantly aid in achieving SDG targets.

To ensure seamless coordination, she directed that fortnightly meetings be held with all concerned departments.

UNICEF was also encouraged to share field-level experiences, feedback, and suggestions during these meetings, especially concerning child-focused schemes run by the government. Monitoring and evaluation of outcomes should be a central focus, she added.

Tiwari urged UNICEF to study successful models from other states in the social sector and prepare a blueprint for their implementation in Jharkhand. She also instructed that data be integrated with the Planning Department’s portal to avoid mismatches.

Focusing on nutrition-related challenges, she asked UNICEF to prioritize the sustainable development of marginalized communities. She also praised the organization’s efforts in promoting hand hygiene awareness and called for similar collaboration with departments in sectors such as health, education, and social security to empower and inform citizens.

Earlier in the meeting, UNICEF gave a detailed presentation on its ongoing initiatives and achievements related to children in the state.

The meeting was attended by senior officials including secretaries Mast Ram Meena, Manoj Kumar, Mukesh Kumar, Umashankar Singh, Neha Arora, along with UNICEF’s Jharkhand Chief Kaninika Mitra and her team.

Ambuja has taken several initiatives toward creating a sustainable ecosystem within the building materials sector. From running its cement carrying ships on biofuels to investing in waste heat recovery systems and large captive renewable energy sources. The company has developed 2030 carbon emission reduction targets that have been validated by Science Based Target Initiatives (SBTi), and it has partnered with the Carbon Disclosure Project (CDP), India’s SBTi Incubator Program to implement a decarbonisation roadmap.

Ambuja Cements is also investing in clean energy efforts like Waste Heat Recovery System to reduce clinker factor, energy efficiency (thermal & electrical) and use of renewable energy from waste derived resources or alternative fuels, rainwater harvesting, and optimising fuel composition. The company has tied up with the Indian Institute of Technology to develop green products like limestone calcined clay cement, which will help further reduce its carbon footprint. The company was the first cement company globally to be named to the CDP 2021 ‘A’ list for water security. It is 8 times water positive and 2.5 times plastic negative through co-processing of plastic wastes at its kilns. Ambuja Cements has also been driving increased usage of waste derived resources like fly ash and slag in making cement. The company consumed 8.6 MT of such resources in 2021.
