प्रत्येक टेबल पर पर्यवेक्षक, कैंडिडेट एजेंट और मीडिया की निगरानी रहेगी. वार्ड पार्षद और मेयर-अध्यक्ष के लिए मतगणना अलग-अलग होगी. जिसमें पार्षदों की गिनती मल्टी राउंड में और मेयर की सिंगल या कम राउंड में होगी. गिनती की प्रक्रिया शुक्रवार को ही पूरी होने की उम्मीद है. लेकिन निकायों के आकार, वार्डों की संख्या और राउंड्स के आधार पर कुछ जगहों पर शाम तक या अगले दिन तक परिणाम घोषित हो सकते हैं. प्रत्येक राउंड की गिनती के बाद आंशिक परिणामों की घोषणा की जाएगी और अंतिम रिजल्ट प्रमाणित होने के बाद जारी किया जाएगा. जानकारी के मुताबिक छोटे निकायों में 2-3 राउंड में गिनती पूरी हो सकती है. जबकि बड़े नगर निगमों जैसे रांची में 5 राउंड, चास नगर निगम में 9 राउंड तक लग सकते हैं. आयोग ने कहा कि पूरी प्रक्रिया पारदर्शी और निष्पक्ष होगी.

सुरक्षा और अन्य व्यवस्थाएं
आयोग ने सभी काउंटिंग सेंटरों को छावनी में तब्दील करने के निर्देश दिया है. मोबाइल फोन, इलेक्ट्रॉनिक डिवाइस पर प्रतिबंध रहेगा. प्रत्येक सेंटर पर मेडिकल टीम, बिजली बैकअप और ट्रांसपोर्ट की व्यवस्था होगी. कैंडिडेट्स को एजेंट नियुक्त करने की अनुमति दी गई है. लेकिन नियमों का पालन करना अनिवार्य है. आयोग ने अपील की है कि अफवाहों से बचें और शांतिपूर्ण तरीके से मतगणना प्रक्रिया पूरी होने दें.

The counting of votes will take place tomorrow, Friday.

The meeting, chaired by District Election Officer-cum-Deputy Commissioner Karn Satyarthi and Senior Superintendent of Police Piyush Pandey, was convened at the Collectorate auditorium in Sakchi.

During the review, the District Election Officer directed officials to ensure meticulous adherence to all guidelines issued by the Election Commission of India (ECI).

He underlined that the counting process must be conducted with absolute transparency, fairness, and efficiency, leaving no room for error.

Satyarthi instructed that trained personnel be deployed at every counting table and that counting supervisors and assistant officers remain present throughout the process.

He also reviewed the arrangements for videography, control room monitoring, EVM movement from the strong room, round-wise result transmission, and other critical logistical aspects.

Special attention was given to the counting of postal ballots and ETPBS votes, with directions to follow the ECI protocols strictly.

The District Election Officer emphasized that each counting hall must have adequate lighting, communication facilities, and an uninterrupted power supply to ensure a smooth and efficient process.

Senior Superintendent of Police Piyush Pandey reviewed the security blueprint for the Co-operative College counting centre, directing officers to ensure tight security across the premises.

He stated clearly that unauthorized entry into the counting venue would not be permitted under any circumstances, and only those with valid passes would be allowed inside.

The meeting was also attended by City SP Kumar Shivashish, ADM (Law & Order) Bhagirath Prasad, Returning Officer (Ghatshila) Sunil Chandra, Assistant Returning Officers, and other key administrative and police officials.

The review meeting reinforced the district administration’s commitment to ensuring that the Ghatshila by-election counting day is conducted in a peaceful, transparent, and well-coordinated manner, in full compliance with the directives of the Election Commission of India.

उन्होंने बताया कि प्रत्येक मतगणना टेबल पर एक मतगणना पर्यवेक्षक, एक मतगणना सहायक और एक माइक्रो ऑब्जर्वर की नियुक्ति की गई है. प्रशिक्षण के दौरान पर्यवेक्षकों को ईवीएम की सील की जांच, काउंटिंग प्रक्रिया की निगरानी और परिणाम पत्रक भरने की प्रक्रिया की जानकारी दी गई. मतगणना सहायक को नियंत्रण इकाई से परिणाम पढ़ने, डेटा दर्ज करने और फॉर्म भरने का कार्य समझाया गया, जबकि माइक्रो ऑब्जर्वर को पारदर्शिता एवं निष्पक्षता सुनिश्चित करने हेतु हर राउंड में सघन निगरानी रखने के दिशा-निर्देश दिए गए.

सहायक रिटर्निंग ऑफिसर (ARO) प्रत्येक हॉल में समग्र समन्वयक की भूमिका निभाएंगे और किसी भी तकनीकी अथवा प्रक्रिया संबंधी समस्या का समाधान करेंगे. मतगणना के दौरान वीवीपैट पर्चियों की गणना भी निर्वाचन आयोग के नियमों के अनुसार की जाएगी.

श्री सत्यार्थी ने कहा कि मतगणना प्रक्रिया निर्वाचन की विश्वसनीयता का सबसे अहम चरण है. प्रत्येक अधिकारी एवं कर्मी को आयोग के निर्देशों का अक्षरशः पालन करना होगा. निष्पक्षता और पारदर्शिता सर्वोच्च प्राथमिकता है, किसी भी प्रकार की त्रुटि या लापरवाही बर्दाश्त नहीं की जाएगी.

उन्होंने बताया कि मतगणना केंद्र पर त्रिस्तरीय सुरक्षा व्यवस्था लागू की गई है. प्रवेश केवल अधिकृत पासधारी व्यक्तियों को ही मिलेगा और संपूर्ण प्रक्रिया सीसीटीवी निगरानी में होगी. मतगणना कार्य 14 नवम्बर 2025 को को-ऑपरेटिव कॉलेज में आयोजित होगा, जहाँ कुल 15 टेबलों पर 20 राउंड में मतगणना की जाएगी.

As per the instructions of District Election Officer Ananya Mittal, training of micro observers and reskilling team was organized in two shifts in Michael John Auditorium, Bistupur.

In the training session of the counting micro observers, their responsibilities were explained apart from other essential things related to counting.

District Election Officer Ananya Mittal and Project Director ITDA Dipankar Chaudhary addressed the trainees.

The District Election Officer in his address said that the main work of the micro observer is to prevent any irregularities during the counting of votes and to follow the counting process properly.

He said that all officials should remain alert during the counting process and immediately report any suspicious activity.

He stressed the need for strict monitoring of entry and exit into the counting hall.

Furthermore, he also said that Electronic Voting Machines (EVMs) and VVPATs should be properly checked and verified during the counting process.

He directed the micro observers to submit all necessary documents and reports on time and maintain discipline in the counting centre.

He shared important information about each stage of the counting process and appealed to all officials for mutual cooperation and coordination.

The District Election Officer said that ensuring a fair and transparent election process is the priority and the role of micro observers is very important in this regard.

The master trainer gave detailed information about the various steps and procedures of counting.

He briefed the micro observers about their duties and responsibilities at the counting centre, which include counting of votes, dispute resolution, and reporting. I

t was also explained how the results of electronic voting machine and Voter Verifiable Paper Audit Trail (VVPAT) are matched.

He explained to the observers the precautions and procedures to be followed during counting of votes to ensure that no irregularities occur.
