A Bold Decision by Dhirubhai Ambani
Dhirubhai Ambani, the founder of Reliance, chose a desolate region near Motikhavdi village for the refinery. Despite being advised against it by top consultants, who cited the absence of basic amenities like roads, electricity, and water, Dhirubhai’s determination prevailed. He envisioned creating not just a refinery, but a complete industrial ecosystem, and between 1996 and 1999, he turned this dream into a reality.

The refinery, India’s first private sector refinery, contributed 25% to India’s refining capacity, making the country self-sufficient in transport fuels. The journey was not without its challenges. In 1998, Jamnagar was hit by a massive cyclone during the refinery’s construction. Reliance’s preparedness minimized damage, and the company restored normalcy within just 10 days. In the spirit of ‘We Care,’ Reliance provided immediate relief to the local community, offering food supplies, medical assistance, and restoring essential services.
The Making of the World’s Most Complex Refinery Hub
Jamnagar’s refining complex is an engineering marvel, featuring secondary processing units, petrochemical plants, and a world-class port. With a Nelson Complexity Index of 9.93 at the start, the refinery’s capacity for high-value, high-margin production set it apart from less complex refineries. Subsequent expansions, including a second refinery in 2006 and a third in 2009, made Jamnagar the most complex refining hub globally.
A Global Leader in Refining Excellence
Reliance’s Jamnagar refinery has consistently led the way in technological advancements, producing ultra-pure gasoline, diesel, and other specialty products. It became the first refinery in India to produce low sulfur diesel in line with Bharat 4 specifications, and the first to produce alkylates for premium gasoline.
Looking Ahead: The Next Phase of Growth
The third phase of expansion at Jamnagar, known as J3, has made it home to the world’s largest Refinery Offgas Cracker and the largest coke gasification facilities. These innovations have made Jamnagar a “bottomless refinery,” maximizing value creation from every aspect of the refining process.
