
Udit Vani, Ranchi : The Jharkhand government’s Council of Ministers meeting on Monday approved several important proposals covering education, health, road infrastructure, wildlife conservation, administrative reforms, and welfare measures for employees and farmers.
Education and College Construction
Approval for Degree College in Balumath:** Administrative sanction of ₹38.82 crore granted for establishing a degree college in Balumath under Nilamber-Pitamber University, Palamu. This will open new avenues for higher education in the region.
Degree College in Simaria: ₹34.62 crore approved for the construction of a degree college in Simaria, Chatra, under Vinoba Bhave University, Hazaribag.
Restructuring of University Posts: The Cabinet approved the restructuring of academic and non-academic posts in Ranchi University and its constituent colleges.
– **Pay Revision for Sanskrit College Staff:** All teachers and non-teaching employees of recognized Sanskrit colleges in Jharkhand will now receive the 5th, 6th, and 7th Pay Commission scales.
Medical and Health Sector Decisions
– Increase in monthly stipend for interns of Government Homeopathic Medical College, Godda.
– Promotion of associate professors at RIMS, Ranchi, to the post of professor effective from July 1, 2019.
– Dr. Prabhu Sahay Linda (Sadar Hospital, Godda) relieved from service.

Vulture Breeding Centre MoU:The state government approved a Memorandum of Understanding (MoU) with the Bombay Natural History Society (BNHS) for the operation of the vulture conservation and breeding centre at Muta.
Amendment in Jharkhand Eco-Tourism Authority: The Articles of Association of the Jharkhand Eco-Tourism Authority (JETA) under the Department of Forest, Environment, and Climate Change were amended.
Roads, Bridges, and Infrastructure Development
– **Four-Lane Flyover in Ranchi:** A revised administrative sanction of ₹470.12 crore granted for constructing a four-lane elevated road/flyover-cum-ROB along the Sirmtoli Chowk–Rajendra Chowk–Mecon Roundabout road.
Road Projects in Godda, Sahibganj, Daltonganj, and Gumla:
– ₹127.54 crore sanctioned for widening and reconstruction of Ghatbanka–Devdand Road (NH-333A).
– ₹61.57 crore approved for strengthening the Digdhi Mod–Malin Risoud Mod (NH-80) road.
– ₹64.06 crore sanctioned for construction of a high-level bridge over the North Koel River on the Daltonganj–Chainpur route.
₹140.51 crore approved for widening the 33.56 km Bankutoli–Kurkura–Bano Road in Gumla.
Coal Mining Projects
Land Lease to NTPC:
– 41.965 acres of land leased to NTPC in Barkagaon area for 30 years at a lease amount of ₹16.91 crore.
– Another 52.57 acres leased for 30 years at ₹12.86 crore for the second segment.
Implementation of Court Orders
– Adjustments approved regarding appointment and seniority of Vandana Bharti and Sushma Badaik as Deputy Collectors.
– Regularization of services for several employees under WP(S) 3574/2021.
– Approval of service regularization and financial benefits for Neera Kumari.
– Sanction of pending ACP/MACP benefits for Ram Bahadur Mochi.
– Approval of Dr. Pushplata’s service contribution.
– Inclusion of daily wage service period in retirement benefits for Maya Devi.
Administrative and Legal Decisions
– Approval of the **2026 Annual Government Holiday Calendar**.

Major Relief for Farmers: Paddy Procurement and Bonus
– The ‘Jharkhand State Paddy Procurement Scheme’ approved for the 2025–26 Kharif marketing season to purchase paddy from farmers at the ‘Minimum Support Price (MSP)’.
– Additionally, the government sanctioned a **bonus of ₹48.60 crore** over MSP, setting the final purchase price at **₹2,450 per quintal (MSP + bonus).**
Presentation of Reports
– Approval to table the **CAG Report on Minor Mineral Management (2022)** in the State Assembly.
– The **Appropriation and Finance Accounts Reports for FY 2024–25** will also be presented in the upcoming session.
